The Palestinian Authority’s “Martyr’s Fund,” also known as “pay to slay,” pays the families of Palestinian terrorists who are imprisoned or killed for acts of terrorism against Israeli civilians. Despite attempts by Israel and other countries to both deter terrorism and incentivize the PA to end its “pay to slay” policy, the PA continues to find creative ways to successfully financially incentivize terror.
